Building an excellent Helsinki region through MAL cooperation
What kinds of homes should be built, and where? Where are the best locations for new jobs and businesses? How can people’s mobility options be improved? These are among the questions addressed through Helsinki region land use, housing and transport (MAL) planning and through the MAL agreement concluded with the state.
In joint MAL planning for land use (M), housing (A) and transport (L), the Helsinki region is developed with a long‑term perspective, looking decades ahead. The work is carried out in close cooperation by leading experts from the Helsinki region, the state and your home municipality.
What's underway
Preparation of the Helsinki Region Transport System Plan 2027 has begun
HSL began preparing the new plan in May 2025. The draft transport system plan and its impact assessment are scheduled to be completed in early 2027, when they will be made available for statements and comments. The target year for the plan is 2045.
The preparation process has been updated since the previous planning rounds due to a new EU regulation. The Helsinki Region Transport System Plan 2027 will also serve as a Sustainable Urban Mobility Plan (SUMP). SUMP planning requires, among other things, increased interaction during the planning process and greater consideration of the role of freight transport and long‑distance travel within the transport system.
